This deliverable presents the preliminary version of the final strategic urban governance framework for cultural tourism. This document aims at facilitating cultural tourism procedures (strategy, implementation, evelopment, monitoring) in small-and-medium sized towns in Europe.
This framework draws on the results of the whole project. It presents three years of work of 13 partner institutions in condensed version. It tries to be as practical as possible because it is aimed at local authorities

This document is the chapter 4 for the final guide. It describes the whole procedure for a sustainable tourism in small and medium towns. It is the most important document for the PICTURE’ team research, and for the European Commission. So it is with a very real pleasure that we wait for your comments and expectation.

How to develop an evaluation strategy for Tourism and cultural routes! How to bring more exchange in existing networks! How to increase the exchange in beetween european cultural routes!
1. Increased pressure: I would add the aspects of increased competition among cities and destiantions and the rising amout of public funding for tourism activities.

2.4. Scoping: The programme has to identify: I would add: scientific research/expertise that is needed
General comment:
I would not only concentrat on a Enivormental Assesment that could be needed but also on aother impacts: e.g. effects on the World Heritage Convention or local preservation laws!
I find the ecamples that are given not very helpful. The process seems not very clear to me. It would be much more helpful to give one example where the whole Tourism Impact Assessment Procedure was carried out. From planing to results including further monitoring with all involved databases, methods, stakeholders etc.
As far as the procedure as a whole is concerned, it seems clear and very
detailed. The only thing that seems not mentioned is the consideration of
the economic situation of the city trying to develop cultural tourism, that
is the costs the city has to face to implement tourism as well as the
consideration of possible partners to involve in order to share the
expenditure/budget necessary.
I consider the document very well structured with a completed summary of all the guidelines to implant cultural tourism strategies. Every city can adapt it at its owns resources and possibilities.
The cultural tourism is a phenomenon that are increasing its importance in the world The impact of tourism in the urban economies and cultures is evident, and it needs a certain control in order to not affect negatively on the society who receive tourists.
The programme PICTURE is an opportunity to analyse and study strategies for developing cultural tourism in European emerging tourist areas. Working together with other cities of the same characteristics than us, will be an opportunity to learn how to develop new cultural destinations and to improve the skills of local administration to control the impacts of tourism on the local culture.

The documents very well structured with a completed summary of all the guidelines for cultural tourism strategies – they provide a good benchmark for cities to make comparison.
The PICTURE project has provided an opportunity to analyse and study strategies for developing cultural tourism in European cities and particularly for those cities & countries that are joining the EU. Newworking with other similar cities will provided an opportunity to learn how to develop new cultural destinations & quarters in cities and also to help city councils control the impacts of tourism on the local culture.
The economic benefits and cost of developing cultural tourism should be researched in the future or included if the information is available. Perhaps this is work for the future.
